U.S. Department of Labor, which will be enforcing the new Families First Coronavirus Response Act (FFCRA), recently issued guidance on the Emergency Paid Sick Leave and Emergency FMLA:

Please note the new effective date – April 1, 2020.
USDOL will forego enforcement for at least a 30-day period.
When evaluating wages/salaries reductions, furloughs, layoffs, or reductions in force, consider the tax credits now available under the FFCRA; small businesses may also seek exemptions under the FFCRA.
